How to Site a $300 Million Power Plant
with 100% Community Support

ABB Energy Ventures

Situation:

  • ABB Energy Ventures, a division of one of the world's largest engineering companies, wanted to put a natural-gas co-generation power plant at the intersection of a major power transmission line and a natural-gas pipeline.
  • It appeared the most desireable site would be at a location that local community and government stakeholders would resist at all cost.
  • The stakes were very high for both sides: the company vs. the "community". Delays in siting the power plant could abort the project.
Solution:

  • OCW principals were hired to generate the support of the community.
  • A plan with a 7-figure budget and a 6-month timetable was established.
Outcome:

  • After several meetings with potentially hostile community groups and politicians, OCW principals were led to a remote brownfields site situated away from the community.
  • The local economic development authority and other community stakeholders applauded the Win/Win resolution to a seemingly intractable problem that could have pitted company against community.
  • The power plant was sited 4 1/2 months ahead of plan and 90% under budget! 
  • OCW principals were paid their fee, then received a 100% bonus two years later when the plant was sold to investors.
