General Rules
1. Throughout the show, emphasis is placed on growing, showing and designing with FRESH plant materials, except where noted in the Design Division and except where noted in the Schedule.
2. Classes are open to amateur growers and designers. All entries are to be the work of one exhibitor. Exception: Club Competition Section.
3. All judging will be based on the Standard System of Awarding as set forth by the National Garden Club, Inc. Handbook for Flower Shows. 2003. (p. 270 and 271 for Horticulture scale of points, p 272 for all Design and Educational scale of points, and p 273 for Gardens and Artistic Crafts scale of points). The decision of the Judges is final. See pp. 11-12 for available awards and descriptions. Awards will be withheld if not merited.
4. During judging, only judges, the clerks and required committee members will be allowed in the judging area.
5. No artificial flowers, foliage, fruit or vegetables are permitted in any division of a Standard Show.
6. Conservation material may be used if acquired in a lawful manner and labeled with the botanical name and common name. A 3” X 5” card with the following statement should accompany the exhibit: “In accordance with the policies of the National Capital Area Federation of Garden clubs, Inc., the public display here of native plants is not contrary to conservation practices. These plants were properly gathered with permission of the owner and where locally abundant.”
7. All exhibits in the three Divisions must be approved by the Classification Committee. The Committee reserves the right to mark, ‘Not for Competition’ any exhibit not of show quality, late entries, and those not conforming to the Flower Show Schedule.
8. The Flower Show Committee will endeavor to protect all exhibits but cannot be responsible for loss or damage to the exhibitor's property. Properties should be inconspicuously marked with the exhibitor's name.

Division I - Horticulture Rules for Exhibitor
1. All horticulture specimens must be fresh plant materials grown by exhibitor.
2. All specimens must be named, giving genus and species; variety/cultivar added when available, or when schedule gives genus and/or species.
3. Exhibitor may make more than one entry per class or sub-class, if each is a different genus, species, variety, cultivar, type, form, size, or color.
4. All entries are to be checked by the Classification Committee and then turned over to the Placement Committee for placement.
5 Container-grown plants must have been in exhibitor's possession at least 90 days, except for multiple plants, which must have been in exhibitor's possession at least six weeks.
6 If containers are not provided by committee for cut specimens, schedule specifies type of container exhibitor must furnish.
7. The Committee reserves the right to subdivide by genus, species, cultivar, type, size or color.
8. Measure length of cut specimens from tip to cut end.
9. Cut specimens should not have any foliage below water line.
10. If exhibitor is to provide wedging material, schedule specifies type, as sprig of evergreen, plug of wood, etc.
11. Space allotted each exhibit if appropriate, e.g. Collections and/or Displays.
12. All entry cards are to be filled out in advance, if possible, and in pencil to avoid smearing from water. Address labels may be used. Entry cards may be obtained from _____________(name), Horticulture Chairman, ___________phone number.

Division II - Design Rules for Exhibitor
A.
1. Fresh plant material may never be treated.
2. Some plant material must be used in every exhibit, but need not have been grown by exhibitor unless schedule requires.
3. An exhibitor may enter as many classes as desired, but only one exhibit per class.
4. Religious symbols used must be displayed in a respectful manner and in accordance with policies of local religious organizations.
5. Landscapes or scenes are not permitted in Design Division.
6. Living members of the Animal Kingdom are not permitted in the Design Division.
7. The exhibitor will be responsible for filling the reserved space, maintaining the exhibit in show condition and providing a substitute if unable to participate.
B. Schedule may prohibit any of the following if club wishes to do so; these are allowed unless prohibited by schedule or by law (subject to requirements of any NGC Top Exhibitor Award being offered.):
1. Accessories, featured objects.
2. Treating of dried plant material.
3. Contrived flowers and other forms made of real plant material, fresh or dried.
4. Cut fruits or vegetables (sealed unobtrusively to discourage insects, odors, or discoloration).
5. Objects which add interest when tastefully used, e.g. feathers, nests, coral, shells, sponges, sea fans, bones, antlers, horns, starfish.
6. Special lighting.
7. Container-grown plants growing in soil, in Design classes where appropriate, as in Pot-et-Fleur, Vignette, other Design styles.
8. Living plants with roots attached, e.g. leek, bromeliad, moss.
9. Plants on state conservation list, grown by exhibitor or obtained in a legal manner and so marked.
10. The official American flag and other national flags are not permitted to be used within any design in a Standard Flower Show
